Theo Broussard was a psychiatrist. In June 2016, he was dispatched by the United Nations to interrogate Bucky Barnes, the suspect in the United Nations Vienna office bombing. Broussard was killed in a Berlin hotel room by Helmut Zemo, who assumed his identity and read the red book to Barnes, leading him to escape from the Joint Counter Terrorist Centre.

- Broussard's surname is a reference to Stephen Broussard, a film producer who has produced films in the Marvel Cinematic Universe.
- Broussard is portrayed by Joe Russo, who directed Captain America: Civil War.
