Thaddeus Ross

Thaddeus E. "Thunderbolt" Ross is a retired United States Army general who served as the United States secretary of state under Matthew Ellis. Ross led Project Gamma Pulse, an attempt to recreate the Super Soldier Serum, until the program's conclusion in 2005.

Ross participated in the Vietnam War and later led Project Gamma Pulse. The program ended in 2005 following a gamma radiation incident involving Bruce Banner, injuring Ross and his daughter Betty and killing three people. Ross led the Strategic Operations Command Center in the manhunt for Banner. The SOCC's efforts were unsuccessful until 2010, when a contaminated bottle of guaraná led to Ross identifying Banner's location. Banner was ambushed in Rio de Janeiro, but evaded capture. Ross administered a recreated Super Soldier Serum to Emil Blonsky in an attempt to defeat Banner. Blonsky fought against Banner at Ross's behest, but lost.

In April 2016, President Matthew Ellis appointed Ross as secretary of state. He advocated for the ratification of the Sokovia Accords, which he presented to the Avengers. Ross led a search for Natasha Romanoff after the Avengers Civil War.
