Helmut Zemo is a Sokovian nobleman, former military officer, and former mercenary leader. A baron of the Sokovian royal family, Zemo led the EKO Scorpion paramilitary unit as a colonel in the Sokovian Armed Forces.

Zemo's father, wife, and son were killed during the Battle of Sokovia. Intending to exact vengeance on the Avengers for their deaths, Zemo decrypted information Hydra had on the Winter Soldier program. He stole the red book used to control Bucky Barnes and framed him, assuming his identity to commit the Vienna International Centre bombing during the signing of the Sokovia Accords and beginning the Avengers Civil War. Zemo traveled to the Siberian Hydra facility to assassinate the remaining Winter Soldiers, but he was apprehended by T'Challa while attempting to commit suicide.

Zemo was taken to the Joint Counter Terrorist Centre and later transferred to a Berlin correctional facility. In 2024, he escaped as part of Barnes and Sam Wilson's attempt to locate the Flag Smashers, a globalist organization. Zemo killed scientist Wilfred Nagel and destroyed the Flag Smashers' stockpile of Nagel's recreation of the Super Soldier serum. The Dora Milaje, Lemar Hoskins and John Walker, and Barnes and Wilson attempted to arrest Zemo at his Latvia residence, but he evaded them during the battle. The Dora Milaje arrested Zemo at the Sokovian memorial to continue his sentence at the Raft.
