He stole the [[red book]] used to control the [[WinterBucky SoldierBarnes]]. Zemoand framed the Winter Soldierhim, assuming his identity to commit the [[United Nations Vienna International Centreoffice bombing]] during the signing of the [[Sokovia Accords]] and beginning the [[Avengers Civil War]]. Zemo traveled to the [[Siberian Hydra facility]] to assassinate the remaining [[Winter Soldiers]], but he was apprehended by [[T'Challa]] while attempting to commit suicide.

Zemo was taken to the [[Joint Counter Terrorist Centre]] and later transferred to a Berlin correctional facility. In 2024, he [[Helmut Zemo's escape from the Berlin correctional facility|escaped]] as part of Barnes and [[Sam Wilson]]'s attempt to locate the [[Flag Smashers]], a globalist organization. Zemo killed scientist [[Wilfred Nagel]] and destroyed the Flag Smashers' stockpile of Nagel's recreation of the [[Super Soldier serum]]. The [[Dora Milaje]], [[Lemar Hoskins]] and [[John Walker]], and Barnes and Wilson [[Attempted arrest of Helmut Zemo|attempted to arrest]] Zemo at his Latvia residence, but he evaded them during the battle.
